Choose Civility is an ongoing community-wide initiative, led by Howard County Library, to position Howard County as a model of civility. The project intends to enhance respect, empathy, consideration and tolerance in Howard County.

Inspired by the book Choosing Civility: The 25 Rules of Considerate Conduct, by Johns Hopkins University Professor Dr. P.M. Forni, Howard County has selected 15 Principles of Civility and developed supporting initiative components to infuse civil behavior into our business, community and personal lives. We invite all within our community, as well as other communities around the nation, to participate. Choose Civility evolved out of a highly civil environment in Howard County and continues to enhance our outstanding quality of life.


Choose Civility Symposiumalt

Just prior to the mid-term elections, add your voice to those of friends, neighbors, and national experts in a dialogue, moderated by NPR’s Korva Coleman, that explores the role of civility in democracy.

A workshop for adults and the next generation of voters follows, led by Dr. P.M. Forni, founder of the Civility Initiative at Johns Hopkins University.
